Dedicated, Fully Managed, or a Dialer Team?: Which offshore setup fits your business
By Published On: October 21, 2026

Dedicated Staffing, a Fully Managed team and Dialer Services solve different problems. Pick the setup based on how much control you want, how much time you can give, and whether the work lives on the phone.

Most business owners don’t start looking at offshore staffing because they want to “outsource.” They start because something is slipping. The inbox is three days behind. Leads go cold because nobody called them back. The owner is doing payroll at 11 PM on a Sunday.

So they search for help, and they find a hundred companies in the Philippines offering what looks like the same thing. It isn’t the same thing. How a provider sets up your team decides how much control you keep, how much of your time it takes, and what happens when something goes wrong.

At Outsourcea, we build teams in three ways: Dedicated Staffing, Fully Managed teams, and Dialer Services. This post explains each one in plain words, who it works best for, and how to tell which one fits your business right now. If you’re comparing providers, it should also help you ask better questions, whoever you end up working with.

Each setup gives you a different balance of control and time.

The three setups at a glance

If you only have a minute, this table covers the main differences. The rest of the post goes deeper on each one.

Option 1: Dedicated Staffing

Dedicated Staffing is the closest thing to hiring an employee down the hall, except your new team member lives in the Philippines. They work full-time, on your hours, and only for your business. They’re not juggling five clients or logging into a gig platform between your tasks.

How it works

You tell us the role you need and what a good hire looks like. We find candidates who fit, and you interview them yourself. Nobody gets placed until you say yes.

Once they start, they join your tools, your meetings and your Slack channels. You assign the work and set the priorities, the same way you would with anyone on your team.

Behind the scenes, Outsourcea is the Employer of Record (EOR). That means we handle the legal side of employment in the Philippines: contracts, payroll, government contributions, benefits and HR. You don’t need to set up a local company or learn Philippine labor law.

With Dedicated Staffing, your hire joins your tools, meetings and daily rhythm.

Who it’s best for

  • Owners who want one specific person they can train and grow with
  • Businesses with a clear role in mind, like an executive assistant, bookkeeper or customer service rep
  • Teams that already have systems and just need more hands to run them
  • Anyone who wants control over how the work gets done

What to expect from your side

The first two to four weeks matter most. Your hire needs access to your tools, a walkthrough of how you like things done, and someone to ask when they’re unsure. Owners who write down their processes, even roughly, see their hire get up to speed much faster.

After that, most owners spend a few hours a week on direction and check-ins. Many tell us that’s the moment they realize how much time they’d been losing to work someone else could do.

Where it can go wrong

Dedicated Staffing works because you’re involved. If you hire someone and then disappear for three weeks, they’ll stall, no matter how skilled they are. If you know you won’t have time to manage a hire, look at the next option instead.

Option 2: Fully Managed teams

With a Fully Managed team, you’re not hiring a person. You’re handing off a whole function. We recruit the team, train them on your processes, and manage them every day. You get the results and regular reports without supervising anyone yourself.

How it works

We start by learning what the work actually involves: the volume, the tools, what “done well” means for you, and how you measure it. From there we build the team and assign a lead who manages them on our side.

You stay in the loop through check-ins and reports. If quality slips or volume changes, that’s our job to fix. You don’t have to coach anyone through it.

Who it’s best for

  • Owners who are already stretched thin and don’t want another person to manage
  • Businesses that need more than one or two people doing similar work, like a support desk or a back-office team
  • Companies growing fast enough that hiring and training in-house can’t keep up
  • Anyone who cares more about the outcome than about who does each task

What to expect from your side

The setup phase needs your input. Nobody can run your customer support well without knowing your products, your policies and your tone. Expect a few working sessions at the start to share your processes and examples.

Once the team is running, your role shifts to reviewing reports, flagging anything that doesn’t look right, and telling us when your goals change.

Where it can go wrong

A managed team only knows what it’s been told. If your business changes, like a new product or a new refund policy, and nobody updates the team, they’ll keep doing it the old way. Short regular check-ins prevent most of that.

Option 3: Dialer Services

Dialer Services is built for one job: making outbound calls that turn into conversations, appointments and sales. You get trained calling agents, the dialer technology they work on, and someone managing the campaigns.

Dialer campaigns pair trained agents with the right calling tools.
Dialer campaigns pair trained agents with the right calling tools.

How it works

You tell us who to call, what the goal of the call is, and what a good outcome looks like. That might be booking an appointment, qualifying a lead, following up on a quote, or reaching out to past customers.

We set up the campaign, train the agents on your script and your offer, and run the calls. The dialer handles the dialing, so agents spend their time talking to people instead of waiting on rings and voicemails. You get reports on calls made, conversations, and booked appointments.

Who it’s best for

  • Insurance agencies, real estate teams and other businesses where the phone is how deals start
  • Companies with a list of leads that nobody has time to call
  • Businesses that want appointments on the calendar, not just more names in the CRM
  • Owners who want to test outbound calling without buying software and hiring a calling team themselves

What to expect from your side

Good calling starts with a good list and a clear offer. You’ll help shape the script, tell us what a qualified lead looks like for you, and give quick feedback on the first round of calls. Most of the improvement in a campaign comes from small changes in those first weeks.

Where it can go wrong

If the lead list is old or the offer isn’t clear, no dialer will fix it. Expect the first couple of weeks to be partly about learning what works with your audience, then building from there.

How to choose: five honest questions

If you’re still not sure, answer these five questions. Your answers usually point to one setup pretty clearly.

1. Do you want a person or a result?

If you picture one specific person who becomes part of your team, that’s Dedicated Staffing. If you just want the work handled well and don’t care who does each task, that’s Fully Managed.

2. How much time can you give each week?

Be realistic. If you can give a few hours a week, especially in the first month, Dedicated Staffing will reward you for it. If you can barely find time to read this post, Fully Managed is the safer bet.

3. Is the work mostly on the phone?

If what you need is outbound calls, follow-ups and booked appointments, Dialer Services was built for exactly that. A general assistant can make calls too, but a calling campaign with the right tools and training will usually get more out of the same list.

4. Do you already have processes written down?

If you do, any of the three setups will get going quickly. If everything lives in your head, a Dedicated hire can help you write it down as they learn. With a managed team, we’ll document it with you during setup.

5. Is this one role or a whole function?

One role usually means Dedicated Staffing. Three or more people doing similar work usually means a Fully Managed team, because someone needs to manage them, and it probably shouldn’t be you.

Mistakes we see owners make when choosing

We talk to a lot of business owners before they hire. These are the mistakes that come up most often, and they’re easy to avoid once you know about them.

Choosing on price alone. The cheapest quote often leaves something out: training, a replacement guarantee, or anyone checking quality. Ask what’s included before you compare numbers.

Picking Dedicated when you don’t have time to manage. A great hire with no direction will still struggle. If your calendar is already full, be honest about it and look at a managed team.

Hiring a generalist for a calling job. An assistant who also makes some calls is not the same as a calling campaign. If outbound calls drive your revenue, give them a team that’s trained and equipped for it.

Not asking who employs the staff. You should know who handles contracts, payroll and benefits in the Philippines, and what happens if a hire leaves. A good provider will answer that clearly on the first call.

Skipping the interview. With Dedicated Staffing, you should always meet your hire before they start. If a provider won’t let you talk to the actual person, treat that as a red flag.

You don’t have to pick just one

Many of our clients start with one setup and add another as they grow. A common path looks like this: an owner starts with a dedicated executive assistant to get their own week back. A few months later they add a Dialer Services campaign to follow up on leads they never had time to call. Once support tickets pile up, they bring in a Fully Managed support team.

The right setup depends on where your business is right now, and it’s normal for that to change.

Start with the setup that solves your most pressing problem first. You can always add the next one later.

Frequently asked questions

What is an offshore staffing company?

An offshore staffing company helps businesses hire and employ people in another country, in our case the Philippines. Depending on the setup, the company either handles the employment side while you direct the work, or manages the whole team for you.

Do I need a company in the Philippines to hire there?

No. With Dedicated Staffing, Outsourcea acts as the Employer of Record. We handle contracts, payroll, government contributions and benefits, so you don’t need a local entity.

Will my team work US hours?

Yes. Our teams work the hours your business needs, including Eastern and Pacific time. For many roles that means working overnight in Manila, and our people are used to it.

Can I interview the person before they start?

With Dedicated Staffing, always. You choose the role, meet the candidates and approve the hire. With a Fully Managed team, we handle hiring, but you’re welcome to be part of it.

Can I switch setups later?

Yes. Some clients start with a dedicated hire and move to a managed team as they grow, or add a dialer campaign on top. We’ll talk through it with you when your needs change.

How fast can I get started?

It depends on the role and how many people you need. A single dedicated hire is usually much faster than building a full team. On a first call we can give you a realistic timeline for your situation.

Not sure which one fits?

You don’t have to figure it out alone. Tell us what’s slipping in your business, and we’ll tell you honestly which setup makes sense, even if the answer is “not yet.” Everything we do at Outsourcea is built on trust, and that starts with a straight answer on the first call.
